TenneT Germany requires a pool of reliable, trustworthy and highly professional partners to conclude framework agreements with regards to providing Rock Placement / Rock Dumping services in the North Sea for a maximum of 8 years. Duration of contract: 01.06.2026 until 31.05.2031 (plus three options to extend by 12 months each). Award criteria: "Technical Capability & Availability" / weighting: 30% "Contract Conditions" / weighting: 20% "Price" / weighting: 50% Number of candidates invited to participate in the negotiations: 5 The selection of the five candidates to be invited for negotiations after the submission of offers will be based on the above award criteria applied on the documents submitted by the bidders. The evaluation of the subsequently finalized bids for the contract award will also be based on the above award criteria. In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality Agreement as per "NDA" document provided for download via hereunder. After sending the NDA and a plausibility check by the Client, the Client will grant the interested parties access to the tender by Email. The bidder can not deduce eligibility for participation only from signing and submitting the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase. Please note that granting access to the tender through invitation might take up to one or two full working days. Please ensure that the NDA is provided on time allowing you sufficient time to complete the questionnaires in time. After registering for the tender at Mercell, you will find all tender documents for the "call for competition phase" and the "offer phase" under "Questionnaires", section "Call for Competition", question 1.2.1. General outline of the tender process: Call for competition phase: general qualification phase during which interested parties submit documents proving the general qualification to conduct the contract.(no price or contract draft required at this moment). Offer phase: During this phase, the qualified parties are eligible to submit their initial offers including contract draft (annotation) , prices and other offer documents requested by TenneT. Negotiations: the 5 most favorable offers are admitted for negotiations during which the contract, prices and technical details are discussed and ideally finalized. BAFO phase: after the negotiations, TenneT grants the bidders a certain timeframe to submit the Best and Final Offer which will form basis of the contract to be closed. The application for the call for competition must be submitted in due time and no later than by 19.12.2025 at 11:00 CEST via the e-Award platform Mercell Source-to-Contract. Individual extensions of time will not be granted. Please start your upload process early enough and ensure that your application is submitted. Submission of the request to participate (applications) by Email, mail or fax are not permitted. A violation of this requirement will lead to disqualification of the applicant and exclusion from the tender process. The GOG division of TenneT is responsible for the operation and maintenance of the offshore converter platforms. For this purpose, personnel and, to a lesser extent, material are flown to the offshore converter platforms by helicopter during maintenance campaigns. TenneT is planning a new tender for helicopter flight services with a contract start in 2027, 2028 or 2029 (depending, among other things, on the results of this market exploration) and is carrying out a market exploration beforehand as a preparatory measure. This is intended to help TenneT to better compare the respective requirements and needs of the market with regard to the conditions and design of the tender in relation to TenneT's requirements. The market exploration should also inform the market about TenneT's requirements in the coming years. TenneT is therefore very interested in receiving a wide range of information from the market on the topics addressed.
The client has had a universal seawater repair joint (SMART Joint) developed and built. In order to be able to use this for repairs in the event of a cable fault in an AC submarine cable, the client still needs qualified persons who can install it. For this purpose, a company with experience in this field is sought that can provide service personnel with appropriate jointing skills at defined response times at the request of the client. The contractor's jointing personnel will be trained in a two-week course to install the SMART Joint in accordance with the manufacturer's instructions in the event of a cable fault. For this reason, the participants in the tender are expected to have the appropriate knowledge and skills. A non-disclosure agreement is to be concluded to protect the confidentiality of information provided by the client in the tender documents. Following a plausibility check, the contracting authority will grant the applicant access to the tender documents by sending the applicant an invitation email generated from Mercell for the aforementioned tender. The applicant also requires access to the tendering platform https://s2c.mercell.com, which is available via free registration on the platform. The applicant cannot yet infer from the invitation to participate in the competition that the contracting authority certifies the applicant's suitability for further participation in the tender procedure. In this respect, the contracting authority will send separate invitations to tender to the bidders authorised for the tender procedure after the deadline for submitting requests to participate has expired. The request to participate must be submitted in good time and at the latest by the participation request deadline of: 27. Okt. 2025 (Mo.), 12:00 GMT+01:00 must be received via the Mercell e-tendering platform. Individual deadline extensions will not be granted. Notes on the submission of requests to participate: - Submission of the request to participate by post, e-mail or fax is not permitted. Failure to comply with this requirement may result in the exclusion of the request to participate. - Information or documents that are not in German or English must be accompanied by a qualified translation of the originals. - The awarding authority considers signatures for the call for tenders in digital form (e-signature or scan) and without a stamp or in text form in accordance with § 126 b BGB (German Civil Code) to be sufficient. - Please note all documents and information provided on Mercell as well as all information in the Procedure Guidelines.
