Tender Description – Insurance Brokerage Services
TenneT intend to procure comprehensive insurance brokerage services covering its activities in Germany (TenneT TSO GmbH) and the Netherlands (TenneT TSO B.V.). The procurement is structured into three separate lots (the “Lots”), for which bidders may submit offers for one, several, or all Lots. The objective of this procurement is to appoint one or more highly qualified insurance broker(s) capable of delivering high-quality, proactive, and strategic support across the full insurance lifecycle, ensuring optimal coverage, competitive pricing, and efficient claims handling for complex onshore and offshore operations as well as specialty risks.
The contracting authorities are TenneT TSO GmbH & TenneT TSO B.V.

Tender Procedure
TenneT is a "contracting entity" subject to the Public Procurement Act 2012. The notice for this Call for Competition will be published via tender platform Mercell Source-to-Contract to the Official Journal of the European Union available at http://ted.europa.eu. The Call for Competition will be based on the negotiated procedure with prior publication, which means that initially an interested market party may apply as a Candidate. Details on general tender procedure can be found in the document "Procedure Guidelines".
Lots
The scope of services is divided as follows:
Lot 1: Onshore Policies – Engineering / Property / Liability
Lot 2: Offshore Policies – Engineering / Property / Liability
Lot 3: Specialty Policies handled from Netherlands
Lot 4: Specialty Policies handled from Germany
Each Lot comprises advisory, placement, and ongoing servicing of insurance solutions tailored to the respective risk profiles.
Scope of Services
The selected broker(s) shall provide end-to-end insurance brokerage services, including but not limited to the following service components:
Team & Availability: Provision of a qualified, experienced, and dedicated service team with sufficient capacity and availability. The broker shall ensure continuity of key personnel and provide clear escalation paths.
Broking & Policy Management: Strategic advice on insurance design and structuring, market analysis, placement and renewal of insurance programs, preparation and negotiation of policy wordings, and ongoing policy administration.
Claims Management: Proactive claims handling and support throughout the entire claims lifecycle, including notification, coordination with insurers, advocacy on behalf of the contracting authority, and monitoring of claims performance.
Reporting, KPIs & Performance Management: Regular, structured reporting on program performance, market developments, claims experience, and premium evolution. Definition, monitoring, and continuous improvement of agreed key performance indicators (KPIs).
Transition & Onboarding: Seamless transition from incumbent arrangements, including structured onboarding, data transfer, and implementation of service processes ensuring uninterrupted coverage and service continuity.
Geographic Scope
All services must be provided for both the German and Dutch entities of the contracting authority. The broker is expected to demonstrate sufficient local presence, regulatory capability, and market access in both jurisdictions to ensure compliant and effective service delivery.
In order to protect the confidentiality of the information provided by the client in the tender documents, it is mandatory to conclude a confidentiality Agreement as per "NDA" document provided for download via Mercell. Please send the signed and stamped copy to: holger.duba@tennet.eu
After sending the NDA and a plausibility check by the Client, the Client will grant the interested parties access to the tender by Email.
After registering for the tender at Mercell Source-to-Contract, you will find all tender documents in the call for competition phase under "Questionnaires", section "Call for Competition", question 1.1.
The bidder can not deduce eligibility for participation only from signing and submitting the NDA. TenneT will only accept tenderers who successfully qualify during the call for competition phase to participate in the offer phase.
The application for the call for competition must be submitted in due time and no later than by
10.07.2026 at 12:00 CET
via the e-Award platform Mercell Source-to-Contract. Individual extensions of time will not be granted. Please start your upload process early enough.
Submission of the request to participate (applications) by Email, mail or fax are not permitted. A violation of this requirement will lead to disqualification of the applicant and exclusion from the tender process.

Information on the Applicant / Member of the consortium
Information on the Applicant/Member of the Bidding Consortium
Submission of a document showing the bidder's complete information. In the case of a bidding consortium, each member must submit the relevant information. The information includes in particular
•full name, legal representatives, full address, internet address, contact person incl. telephone number and e-mail address. Please use the provided form A1.
•The application as a bidding consortium is admitted. A bidding consortium is treated like an individual applicant (Section 50 § 2 SektVO). If applicants are addressed in the tender documents, this also refers to the joint form of participation of a bidding consortium. In this respect, regulations which specifically are related to bidding consortia, exclusively use the term "Bidding Consortium." The bidding consortium shall nominate an authorized representative for the conclusion and implementation of the contract and who signs form A1. The authorized representative shall be available to the contracting entity as the contact person of the bidding consortium in this tendering procedure. Members of the bidding consortium shall jointly complete the form "Statement of Bidding Consortium", which also names the authorized representative.
Extract of commercial register
Please provide a proof of registration in a commercial register of the relevant authority of the country in which the company is established (E.g. Kamer van Koophandel (NL), Handelsregister (DE), Companies house (UK)) , which may not be older than twelve months at the expiry of the call for competition period.
Note regarding the formation of a consortium
In the case of a consortium, proof must be provided by each member of the applicant group.
•Insurance broker license / Compliance with IDD Directive 2016/97/EU)
•The applicant is a registered insurance broker and licenced to operate in both The Netherlands and Germany and confirms its compliance to all requirements of Directive (EU) 2016/97 on Insurance Distribution (IDD) as transposed into national law.
•Therefore insurance broker must hold a valid insurance intermediary licence in Germany (§34d GewO), the Netherlands (Wft – Wet op het financieel toezicht) or a comparable European licence.
•The applicant confirms that it is authorized to provide the requested services for the contracting authority’s entities in Germany and the Netherlands.
•Please provide a license to operate as insurance broker.

Zuschlagskriterien
Price: The tender includes a price sheet as an attachment. The bidder submits the prices on the price sheet. The formats are fixed and the same for all bidders. Under this award criterion, the total price is evaluated. This is indicated as a total on the price sheet. The bid with the lowest bid price (= “best price”) receives the full points for this criterion. The bid prices of the remaining bids are linearly interpolated and compared to the lowest bid price. Bid prices that exceed the threshold of 200% of the lowest bid price are awarded 0 points.
Methodology & Scope of Work
•Evaluation of Methodology and scope of work, including team, broking + market access, policy management, claims management.
•Within the qualitative award criteria, a comparative evaluation of the bidder’s quality and expertise is conducted. The individual (sub)criteria are evaluated on a scale of 0 to 10 points, taking into account all relevant statements and supporting documentation submitted, with 10 points representing the best rating and 0 points the worst:
•• 9 to 10 points: very high degree of target fulfillment: if the information in the bid meets the requirements to a particularly high degree
•• 7 to 8 points: high degree of target fulfillment: if the information in the bid meets the requirements and indicates that services will be provided properly
•• 5 to 6 points: moderate degree of target fulfillment: if the information in the bid contains deficiencies
•• 3 to 4 points: low degree of target fulfillment: if the information in the bid exhibits significant deficiencies and does not indicate that services will be provided properly.
•• 0 to 2 points: very low degree of target fulfillment: if the information in the bid exhibits very significant deficiencies and does not indicate that services will be provided properly.
•Minimum quality requirements:
•Taking into account the complexity and criticality of the services to be procured, TenneT requests a minimum threshold of 5 points for the individual qualitative criteria. For tenders that receive a score of less than 5 points in any individual qualitative award criterion, TenneT holds the right to exclude the bidder from further participation in the procurement procedure.
