The scope of this call for tenders is to establish a framework service contract with an experienced service provider who will assist the contracting authorities in carrying out benchmarked staff engagement surveys.
Airspaces used by European airlines in several areas of the world are subject to severe Global Navigation Satellite Systems (GNSS) degradations, outages and alterations. EASA has developed a tool to assess on a regular basis if it is sufficiently safe to operate civil transport flight operations in those areas, and to assess when an unsafe condition could be triggered. This tool works through analysis of different sources, including flight data broadcasted by aircraft and recorded by ground stations and satellites using the 1090Mhz Extended Squitter ADS-B (Automatic Dependent Surveillance – Broadcast) protocol. This contract is about the procurement of the ADS-B data required for the above assessment in the EASA tool.
The tender includes the following two studies: Initial study on civil Communications, Navigation and Surveillance (CNS) needs and capabilities in HAO, incl. spectrum needs: This study shall analyse whether current civil CNS capabilities will still be functioning at higher altitudes (i.e. above controlled airspace) and whether they will be able to provide adequate services that are needed for higher airspace operations (e.g. high speed, long range, autonomy). The results will include the analysis, underline the limits and risks, propose possible alternative options and identify the need for regulatory amendments. Initial study on MET and space weather services for HAO : This study shall analyse the safety risks to HAO emanating from meteorological or space weather phenomena and assess whether the current MET capabilities and services, as well as current space weather services will be able to support HAO. It will propose alternative options or mitigation measures if possible, and identify necessary regulatory amendments.
Multiple FWCs for the provision of advisory/consultancy services (high-level consultancy and studies), ensuring business continuity after the expiration of the framework contracts under Lot 2 of ‘BEACON - Benchmarking, Advisory and Consultancy Services in Information and Communication Technology' resulting from the DIGIT/2020/OP/0005 – Benchmarking, Advisory and Consultancy Services in Information and Communication Technology – Lot 1 and Lot 2 Call for Tenders published in 2021. As described above, the main scope of the new HACS procedure is the replacement of BEACON lot 2, considering that, under the original BEACON framework contracts, the majority of the services were ordered under lot 2. While BEACON lot 1 is not scheduled for replacement as a separate lot or procedure, the technical scope of services previously ordered under BEACON lot 1 will also be covered by the new procedure. Consequently, the new HACS procedure is not split into lots.

The objective of this study is to analyse the safety, sustainability and cyber-security risks triggered by Higher Airspace Operations with a view to notably define appropriate safety, environmental and cyber-security targets and design a proportionate regulatory framework. The results should include an identification of the types of risks, if possible a quantification of the level of risks and possible mitigation measures.

The overall objective of the FWC to be established following this call for tenders is to ensure the participating EU entities’ compliance with regulatory obligations for monitoring and evaluation. The specific objectives are: 1) To secure availability of evaluation and feedback services for the participating EU entities. 2) To provide participating EU entities with support in the implementation of their respective evaluation tasks (as expressed in entities’ evaluation programmes, strategies or plans) through the provision of externally sourced evaluation and feedback expert services.
EASA shall issue recommendations and disseminate relevant information to National Aviation Authorities (NAAs) and natural and legal persons subject to the EASA Basic Regulation in case of risks to civil aviation arising from conflict zones. In this context, information sharing is a key enabler allowing to react in a timely manner to an urgent concern affecting the safety of aircraft operation, including the risks to civil aviation arising from conflict zones. Therefore, there is a need to provide the Agency with a tool allowing to disseminate credible information to air operators and Member States related to conflict zones developments so that they could be in a position to conduct their risk assessments in an informed manner and decide on their operations. The tool should also enable interactions between EASA, operators and Member States. In addition, there is a need to provide the Agency with a possibility to request bespoke services in the field of conflict zones to strengthen its situational awareness and risk assessment capabilities.

The provision of medical services at the European Union Aviation Safety Agency is needed in order to ensure the health of the Agency's staff members in the performance of their duties. The medical services are split into two lots/framework contracts. The two current framework service contracts: Medical Service on Occupational Medicine (1) and the Medical Service on Leave and Absences (2) will expire in 2026 and need to be renewed.

The requested service should allow to identify emerging risks resulting from conflict zones and offer a possibility to conduct in-depth risk assessment based on available data in relation to specific areas and categories of incidents which might affect the safety of operations.
